Prosecutors said they started a gunfight, but I don't see anything in the OP about who the two teens were firing at, if any. Were they firing at each other?? If the two teens started firing, they absolutely should be prosecuted. But I also think the cops should be punished for mistakenly firing at vehicle and killing of the 8 year old.
