Youre going to sit here and tell me that this doesnt occur frequently? They're not being punished for being a victim, in that case. They're being punished for the law that they violated, completely independent of any other crime. It's like being rear ended, through no fault of your own, but because the police investigate the crash they find out you've been driving with expired plates.
