I'm sure most movies use rubber ones anyway, or what are called "non guns" which simulate a flash.

first, there's practically no reason to use blank-firing guns anyway unless you want to see the spent brass flying out and I don't think too many people care about that to notice. (I know in Die Hard 1 they used blanks which was part of the reason why Bruce Willis permanently lost some of his hearing)

second, if anyone drops a gun during a stunt they'll probably break it and. oops. there goes the gun.
