I think, critically:
Samurai Jack > Courage > PPG >? EEE > Dexter's Lab >? Billy and Mandy > the rest.
It's hard to fit Teen Titans on there because it's a so serial. Adventure Time and Steven Universe should probably be up there, too, but different time periods and different goals.

I think Samurai Jack and Courage, especially, still hold up today.
PPG was a huge hit and had some fantastic episodes.
EEE was a ratings juggernaut. It was "The Simpsons" for a younger age group. It had a broad appeal and everyone watched it.
Dexter's Lab hits points between EEE and PPG. It had some great and memorable episodes and good jokes. Itwasn't a critical darling but had a broader appeal (maybe because of the genders) than PPG.
Johnny Bravo was kind of an updated "The Flintstones," but with a narrower audience. It was really pretty predictable, but the scenarios were always original and interesting. Kinda wonder how much Seth Macfarlane owes to Johnny Bravo.
Fuck KND. Target audience was way too young, premise was done better by Rugrats, writing was awful. It's the kinda shit that wouldn't make it to the Disney channel. Sorry.
