Due to the creators limiting the Pokemon that will appear in main Pokemon games like Sword / Shield and others going forward it may no longer be possible to "Catch 'em all!". As for EV training Sword / Shield makes it super easy due to various exploits. Also you can literally drug any Pokemon to perfect EVs in seconds with vitamins as long as you have enough because there is no set vitamin point limit like the other games.
