Before Sword / Shield(Generation 8), you could get all of the Pokemon in Ultra Sun / Ultra Moon(Generation 7), but only by transfering them over or trading for them. Due to the creators limiting the Pokemon that will appear in main Pokemon games like Sword / Shield and others going forward it may no longer be possible to "Catch 'em all!". As for EV training Sword / Shield makes it super easy due to various exploits.
