I think that if some of the money he was given was specifically to go in the frames as a part of the artwork, then that should be returned, as it's probably more like a loan of materials for the artist, but I have no problem with him keeping the extra they paid him. This piece is going to be far more famous and generate more foot traffic for the museum than the original plans if only due to the publicity it's drawing, and to be honest if the museum don't seem too annoyed by it then fair play to all involved. The contract says he has until January 16 to return the money.
