No, it couldn't have. It was a nearly unenforceable law, and as a result the number of people who drank publicly increased. Yes, it decreased per capita consumption, but it made half the population of the country into criminals. But more concerning were the real criminals, the ones like Capone killing people in the street. That could have only gotten worse if Prohibition continued on. It was also really bad for foreign relations, especially with Canada and Britain. It didn't just take away the money the government had been collecting on taxes, it was causing our trading partners to not want to ship to or from the US. It was devastating to the justice system, international relations, and economics all while we were facing the worst depression in history and marching towards the biggest war in history. There is no world where prohibition could have worked if they just gave it more time.
