My initial thought was, if he's a mutual friend, you should confront him about it
I would consider the guy as a lesser friend. Actually I want nothing to do with that guy. Nobody wants to drink or talk to a guy that thinks physical violence can be rationalized in anyway.

Having a lawyer or advocate assist would help. I had an acquaintance who was threatened (repeatedly) whom the police ignored, repeatedly, until he went to court to seek a court order for the police to take a report. But that required him having a lawyer friend.

Presenting evidence of injury might help. One time I was attacked in an attempted robbery and the police who arrived refused to take a report. I took the next day off to get a doctor's note, then went to the precinct. Turns out I didn't need the doctor's note because the detective recognized me when I met him doing my job. The detective at least took a report.

[Edit:] Oh, this part's important. The detective was able to identify the 911 call. That can happen if your friend goes to the precinct as well.
My friend can't afford an attorney. Does he have to go into the precinct? He's still recovering from his injuries and has trouble moving. Could I call the police on his behalf? I feel so sorry for the guy, he didn't deserve that. I appreciate your help btw.

If you're friend was drunk, the cops won't talk to him. They decided better to contact him the next day when he's sober to get an accurate statement and if he'd want to press charges.
How long does it normally take? He has not received any phone call.
