Of course they wouldn't gargle Listerine which is already diluted to a "safe" concentration, they'll use the iodine with the fancy name that they have to dilute themselves and I guarantee hundreds will do the whole "if I double or triple the mix it ill be twice/three times as effective" thought process. You're assuming they intend to dilute it at all.
