It seems that non-aggressive males breeding more than aggressive males is wildly unlikely to occur unless all procreation is controlled. I think that eventually technology will advance to the point that only ten percent of conceptions are male, and that probably would sort out a lot of the worlds bigger issues. But thats a long way off, and you sure as hell dont want to be the first society to do it, so its probably impossible outside of an overarching world government.
