Even if the building situation is better in general, there are other factors (like the ones I mentioned) that will make this as bad or worse.

And I've been to NOLA. Was there late 2017. Almost immediately getting out of downtown, there's just old homes, buildings, parts of the city that looked like they just never recovered from Katrina.
