Technically this bill only establishes a pilot program to allow some states to pay people to opt in to the program to figure out whether it will work or not. They still haven't even figured out how exactly they're going to measure how far somebody has gone, so it's really not likely that the end result of this bill will actually be a per mile tax. Especially since it completely goes against their current push to advance new green initiatives, since eliminating the gas tax in exchange for a distance tax would be heavily biased towards gas guzzlers over fuel economic cars.

The electric cars can take care of recording mileage and auto-report every time you charge the car at a station.
