Here in the states you can get your temporary drivers license after taking a written test (with a temp license you can drive as long as there is a person with a full license in the passengers seat). To get a full-fledged license you have to pass a driving test. You can take driving courses but most people just get taught by their parent or other family member.

As for guns, about half the states require you to show proof of formal safety training before purchasing one, the other half dont require you to show anything.
