You get one for summoning an Ascended Hero(Which is Fjorm in the upcoming New Heroes banner). Apparently we only get it the first time we summon said hero, so no multiple florets for summoning an Ascended Hero a bunch of times. Additionally, the Ascended Hero themselves get to select their second boon without the need for one. Also Malice with the most relatable line.
