There is no reason you can't just cut from Harley getting captured to her being tortured. The "young hip leader" whatever his name was served no purpose and it could have just been the general. The more cynical part of me feels like the entire sequence exists purely to push against the narrative Harley is going through in just about ever other medium right now and give her a big case of the not-gays.
