People have been talking about the "impending" outsourcing death of the software development field since the 90's. Not only has that still not happened, but people are still coming to the US for development jobs and some companies that have outsourced in the past are coming back to the US because they found it too much of a hassle to deal with an overseas team. Granted, I'm speaking specifically of software development since you brought it up. I know OP is talking about IT which encompasses many other types of jobs that are probably at a higher risk of outsourcing. --- Yes, it is against the terms of service.
