Quite an effective measure in Scotland was reducing the allowed legal limit from "about a pint and a bit" down to 3/4s of a pint. Suddenly people just stopped driving to the pub after work. "if you can't even have a pint why bother", basically. what's the limit in the usa? Isn't it basically like two pints of beer for a big guy?
