Even if you want to ignore everything about whatever costs or benefits such a program might offer, that is inescapably what the words mean. I literally bolded the word houses, how did you guys miss that? Giving a homeless person a house doesn't make them suddenly no longer homeless, it just makes them a homeless person with a house. ...
