Three possible explanations - and I'd hope that at least the majority of cases were the third:
a) They don't care
b) They were being paid to let it happen
c) They weren't aware of or didn't believe the allegations

@Trumble I'd hope it was just "weren't aware" and not didn't believe if it was the last one. Because yeah, if I was a parent, if I even get the minor hair on my back that you'd seriously hurt my kid, I wouldn't let my kid anywhere near you. ESPECIALLY if there was a court case, especially multiple court cases, especially settled outside of court for millions. Nobody takes chances with sexual predators. Even in prison, the hardest gangsters that murder people still look down on child molesters.

I can't see a reasonable parent sending their kids there knowing all that. It's possible that the parents were just lied to. I mean MJ must've had a whole system to it. Advertise it as a fun camp, sign an NDA that "your kid may or may not enjoy premises as scheduled" or some shit like a legal loophole, etc. Maybe they sent the ads to hundreds of parents and only the 5 that had never heard the allegations or something were the ones that followed through. Maybe they were like "we'll pay your child's tuition if they come, Michael really wants to support the youth!". There are so many ways to do this, especially when you have the best psychologists at your disposal.
