Just because you can Google something doesn't mean you understand what you're talking about. It's really rare now in industrialized nations. Most first world nations have samples in isolation because they understand that you can't actually "eradicate" an virus you can only mitigate risk and contain it. Identifying Polio carriers properly was a large part of dealing with the problem. The current day issue is a perceived need to bother healthy and well people while neglecting to restrict the movement of people who are actually infected.
