The items, yes. The currency to upgrade them? No. Those are only from the starter campaign if you're F2P. And you'd not even get a rank 10 item with them all. Someone with 3 slots of those items? That's huge. And since they can do that with cash instead of fractional benefits over time like runes in LoL, it's pretty obvious it's an advantage. Not huge but adds up over an entire match. Especially if you're say, running that electric legendary thing. Extra damage, plus extra damage when you score a goal, plus extra movement speed outside of combat means you can get across the map that much faster to clean up fights, and snowball from there.
