I'm an L.A native but have lived in NYC, London, Paris, Rome, Tokyo and Vientiane. Interesting places but not that close. If you really want to live in L.A. coming as an outsider, you change your address then your mind. How can you innovate, develop, research or develop your thing even more or better? This is the R&D state. Has been since day 1 if you think about it. If you're a native it's muscle memory.
