i actually think it's a cause -- with a higher drinking age, younger people feel the need to binge because the opportunities are rarer for them. they never start slow and learn their limits, and so as they get older, their "limit" is perceived to be much higher, when it's really not, so they end up driving when they shouldn't be.

first time i got drunk was in high school, it was solely because i knew i was staying the night at a buddy's and we had just scored a handle of vodka, so i was like welp we don't get to do this every day so i gotta make it count!
