Disclaimer: I've never played it myself, just watched some of the Yogscast play it.

War of Whispers looks like a lot of fun. It's sort of like Risk, but you're not controlling a single faction. Instead the idea is that the players are shadow organizations secretly manipulating all five factions. You start the game by randomly determining how much each player cares about each faction. You don't share this with other players. Your score is determined by how many cities each faction controls at the end of the game. You get a score multiplier depending on how much you favor that faction (x4, x3, x2, x1, or -1 for your least favorite).

The board has a Risk-like map with a series of faction-specific actions circling it. You play the game by putting "agents" on those actions which allow you to do things like place troops, attack, draw cards that give you special abilities, etc. Once everyone's placed two agents, you start at the top of the board with the blue faction and go clockwise.

So you're trying to manipulate the map and figure out who the other players are loyal to.
