You're mostly correct, but the full auto ban only applies to non-FFL holders, you can only buy a pre-86 full auto if you don't have an FFL, all you have to do is fill out a Form 4 (and wait about a year for the transfer) but if you have an FFL you can buy or make any full auto weapon.

That said, you're right, you're not really going to see someone go though all that to get a full auto to commit a crime.. I can only recall one time in my life when a full auto weapon was used in a shooting and that was the North Hollywood shootout. This lead to the assault weapons ban and the militarization of the police.
