Generally the teenage years to mid 20s is the best time for a woman to have a baby when it comes to health of her and the baby because that's how humans evolved. The average lifespan of a human out in the wild thousands of years ago was about 38, so naturally humans would evolve to be able to give birth to healthy children at a younger age like every other mammal does.

In today's society the biggest detriment to health when it comes to having children younger is insurance or lack of to be able to get the medical care needed to give birth in a safe environment, not the actual age of the woman. Plus going by statistics in the US isn't really accurate considering we have the worst infant mortality rate of all first world countries in the hospital. It's shameful.
