Is completely wrong. Hitler's organization is only slightly worse than Trump. Remember when Trump pushed off all his responsibility to other people? Like when he made Pence supervise COVID-19 or made Kushner do basically everything? Hitler was like that x10000. The Holocaust happened because Hitler ordered people to perform "Ethnic Cleansing" he left it up to his subordinates to figure out what that meant.

Some people interpreted it as "deport Jews" others interpreted it as "make Jews dig a giant ditch on the highway and then shoot them and push them in"

One type of interpretation got better rewards than the other and you can see how things would escalate from there. So no, Hitler didn't come up with those ideas, but he approved of them massively and encouraged further extreme ideas.
