Some people interpreted it as "deport Jews" others interpreted it as "make Jews dig a giant ditch on the highway and then shoot them and push them in" One type of interpretation got better rewards than the other and you can see how things would escalate from there. So no, Hitler didn't come up with those ideas, but he approved of them massively and encouraged further extreme ideas. CountDog posted... Take it all with a grain of salt.
