You could have people participating in this contest, injecting extra participation, and the only reason you're denying them is because they agree on a character they want to vote for? Wasn't Marche once a big thing in one of these? There weren't 15 people who said "oh Marche is my favorite FF character", there were people who thought it'd be fun to take him far. Difference is that, in this situation, people like Stamp. I thought he was seriously one of the best things added to FF7R.
