Back when the vaccines were developed it absolutely was true. The delta variant does result in a weaker immune response and your chances of getting Covid have increased at both 1 and 2 doses, so yes one shot is probably no longer good enough for preventing infections. Severe illness is greatly reduced still with only 1 shot though and there isnt much difference between 1 or 2 doses there.
