Permanently shelved would only be accurate if he had no desire to ever work on it, but he stated he does, there are just tough circumstances around it. EDIT EDIT: Oh, I see where you got "shelved" from. Read it again. He's talking about an illustration that their rights expired on and they can't currently use it, thus it's "shelved"/in storage.
