So unless associated with those specific subsets, even a black person by that standard could be culturally appropriating? I think it is disingenuous and simply factually incorrect to look at dreadlocks as a black thing only, when I can tell you as a fact, there are dreadlocks featured in Hindu belief and that has been arounds for 1000's of years. It is still a thing for some people in India to this day. As a side note, didn't some vikings and celts also have dreadlocks? Existed the world over, is natural...anyone can have them. ...
