It basically says that laws are made by the race of people who made them. Namely, Roman people make Roman laws, Egyptian people make Egyptian laws, and Khmer people make Khmer laws. It was developed in the 70s and locked away with the Students for a Democratic Society. Surprisingly it reemerged after they were release from jail and appointed to high positions in academia and charities. Nothing is new, not even civil unrest in the 20's.
