They keep doing the borrowed power thing, but the issue is that neither Azerite nor Covenants are as fun as the Artifacts were. They not only had fun stories with a lot of backup lore supporting them, they also encouraged doing different things by unlocking appearances. And they were far, far easier to balance because they were so personalized to each spec. And they just don't fucking listen to the players. People in the beta of BFA said Azerite was garbage. From the fuckin' Blizzcon reveal, people voiced concerns that Covenants would be impossible to balance.
