Will there always be some little shits that still do it sure, but most people with appropriate education and, when needed, discipline will knock that shit off. So if that means the school needs an assembly, or special class discussions or whatever to explain why upskirting is completely unacceptable and to lay out the punishment for when it does happen, then do it. And for the kids that are still doing it after the fact, the school needs to come down HARD. Suspend the kids. Remove their ability to participate in extra-circulars. Make it is abundantly clear that if they can't demonstrate the ability to behave appropriately around people, then they just won't get to be around people. Saying "boys will be boys" and chalking it up to an unfixable problem just reinforces that it is normal and okay. Fuck that.
