All of humanity lived without AC for thousands of years. If schools don't all have mandatory AC, prisoners can go eat glass.

All of humanity lived without toilets and running water for thousands of years too. So should we just let prisoners shit on the floor and wallow in their own filth?

Of course not, toilets and showers are essential parts of modern society. Heating and air conditioning should be too. We've long since passed the point where temperature regulation should no longer be considered a luxury and it's really sad that there's still a sizeable amount of the population that thinks it should still be some sort of privilege that only the elite have access too.
