It's one of the things that was explained in Justice for All and expanded upon in Trials and Tribulations. There's the main family and the branch families. If you're in the latter you can't become the Master normally. In tradition it was the oldest daughter in the main family that inherits the position but unlucky for Morgan she had no spiritual power so it went to Misty instead. That ended up making Misty's family the main and Morgan's the branch.

With Misty leaving it put Mia as the front runner but with her not wanting to deal with the drama and wanting to do her own thing as a Defense Attorney, she left the village which gave that eventual responsibility to Maya. So in the case of Pearl, the only way she can become Master is if the main family candidates are gone. If Morgan took out the main family then her family would take that role and put Pearl in line.

Pearl shouldn't have gone through what she did because of her vindictive mother.

This is just from what I remember because it's been a while since I've played the original trilogy. And I know that most people hated the Berry Big Circus case but I enjoyed it due to the fact at the time it was the only case Phoenix didn't need Mia's help for.
