So critical race theory stems from critical theory which stems from Marxist philosophy. It started off as a movement to reexamine race as it pertains to social, cultural, and legal issues rather than personal ones. Modern CRT is a statistically based science (social science) that examines the impacts that cultural and legal changes have in regards to race, i.e. "Cutting the school budget by 5% has had an uneven negative impact on Black students, and here's the data to prove it." CRT has been challenged throughout the 80's for its anti-color blind approach to racial issues. There absolutely is a narrative behind CRT, but there is also sound science and reason behind it as well. CRT is just one tool to examine racial issues.
Here's an easy one, "removing polling places in predominantly Black areas disproportionately affects Black people." This is a change in law, the outcome is measurable, it's effectively codified racism regardless of intent (which is to grab power, in best of assumptions). It's really easy to see how this change removes power from some people and gives it to others, CRT just looks at who those people are and measures it (and its continuous effects).
