The horse was strapped down, had a bridle and blinders on while being restrained by the yolk and carriage driver. It was pretty much unable to defend itself or get away. If the horse wasn't tied up like a BDSM person, it would have stopped the dog to death.

The owner of the horse put it in a vulnerable position.

1. It shouldn't have to defend itself. A pitbull should never, ever be loose in public, period. I can say with 100% certainty my dog wouldn't bite a person, but idk wtf he would do if loose and I don't care to find out. I'll never understand loose dogs of any breed.

2. A horse "getting away" involves going through anything in its way and possibly causing traffic accidents. Also an especially wild ride for whatever poor bastard is on top of it or in the cart. Thus, all the saftey gear *responsible* horse owners make them wear.
