Because that's such an incredibly trivial effort that virtually any chance of deriving a benefit from it is going to mean it's a good idea to do it. When the cost is that close to zero, you don't need much benefit for the cost-benefit analysis to lean toward doing it.
I see what you're saying but for me the equation comes out to something like 1% cost from the soreness, fever, trouble sleeping that people talk about commonly and taking time out of my day to go take the shot and schedule the second dose etc.etc. (I'm paying no mind to the conspiracy theory stuff about long term side effects) while the benefit is something like .5% from it possibly preventing an illness that I possibility might get and which possibly might make me feel mildly bad for a few days. The cost is low but at least partly guaranteed while the benefit is practically intangible.
