Angelica was legitimately a bully and a brat, but at the end of the day she really did care about the babies and they were pretty much her only friends.

Dee Dee was probably the least diabolical, she obviously cared about Dexter, but she was just kinda oblivious if anything. She was obviously screwing with Dexter most of the time but I don't think she was really that mean, probably just bored if anything lol.

Helga was actually pretty mean, but Hey Arnold was so well written that if you look at her home life you really could piece together why she acted the way that she did. And obviously she was in love with Arnold which is part of why she bullied him so much. And even aside from that she was still pretty good friends with all of the other main characters, there are a ton of episodes where they're all hanging outside of school.

But Sarah, I don't know if she barely had any redeeming qualities, I think she was just an ass lmao. I will admit I haven't watched Ed, Edd n Eddy in a while, but I just remember her being mean pretty much all the time to everyone that wasn't Jimmy.

If we're just talking about who was the most diabolical I'd say:

Sarah > Angelica > Helga > Dee Dee
