I imagine the biggest response is going to be ending the death penalty. (For American posters, anyway.)

For me, I'd make ownership and distribution of animal abuse videos illegal. If scenarios are arranged in such a manner that an animal is likely to suffer, and it is beyond reasonable doubt of accident, that should be illegal to distribute. Fuck the supreme court's decision to the contrary.
