I mean these people couldn't make things like saving or killing the Rachni Queen in ME1 make a difference aside from an email and numbers on a pause screen. There's no way they could design an entire game that would be drastically different based on things like whether the Genophage was cured or not, how the Quarian-Geth War ended, and of course whether Sheperd chose Destroy, Control or Synthesis.
