It was entirely reasonable for him to expect that his donation and statement of support would never be linked to any particular cop, let alone department. Arguing that could be seen as him intending to make some kind of official statement of support on behalf of the department is completely unreasonable. But it ended up not being anonymous. His intention means nothing.
