You can tax just about anything, but only people can actually pay taxes. The manner in which the tax burden is divided between buyers and sellers is called the tax incidence or tax burden.

When Trump raised tariffs on Chinese goods, he wasn't actually "taxing China". A country can't pay taxes. The Americans who buy those goods pay that tax.

If a city introduces a tax on sugary drinks the people who buy those drinks pay the tax.

You can tax corporate income but a corporation doesn't bear the burden of that tax, it's not a person.
