It's a mix of both in the cities these days. It's definitely true that the vast majority of our infrastructure was built assuming we would be driving cars forever. But even when cities are forming these days people are resistant to forgoing driving for alternatives, and investing in infrastructure for public transit.

That is false. The reason for cities having inadequate public transportation isnt because people dont want it, its because funding for these initiatives are determined by congress, and the two parties never come into an agreement because democrats want to focus on building public transit that connects the cities, while republicans want public transit to connect rural communities.

Also, thats just for developing public transports only. The day-to-day public transport is funded by local governments... who are severely underfunded.

At least that's kind of how it is in Austin. Taking the bus is definitely something for "the poors" despite there being insufficient infrastructure for normal driving when compared to other major Texas cities (which was stopped by other local politics). So people just accept sitting an hour in traffic or working an extra hour or two to avoid rush hour.
This too is false, given that in cities where there is good public transit infrastructure (Virginia, NY, DC), the entire population uses it fully. The notion of its for poor people stems from the fact that public transit is not accessible, therefore, only people who have no other options (ie: the poor) will use it.
