It's a mix of both in the cities these days. It's definitely true that the vast majority of our infrastructure was built assuming we would be driving cars forever. But even when cities are forming these days people are resistant to forgoing driving for alternatives, and investing in infrastructure for public transit.

At least that's kind of how it is in Austin. Taking the bus is definitely something for "the poors" despite there being insufficient infrastructure for normal driving when compared to other major Texas cities (which was stopped by other local politics). So people just accept sitting an hour in traffic or working an extra hour or two to avoid rush hour.
