There's been talk of having departments and/or individual officers carry liability insurance. As it stands now, the city pays damages out of its liability insurance. Any increase in premium is passed on to the taxpayers by the city.

If a department or an officer had to carry their own insurance, bad departments and especially officers would be singled out by the insurer who would request a higher premium. This would be taken from their pension fund.

Bad drivers pay more for insurance. Bad departments and officers should too.

It is legislatively possible - the threat of it got the LAPD to reform in the early 2000s (still suck though but better than some other places).

It will probably never happen. Especially in the South and Midwest.
