Apparently, Lieutenant didn't comply right away. Didn't pull over right away. Didn't show hands right away. Didn't turn off car, open door, and un-buckle seat belt right away. Instead Lieutenant found a comfortable place to park and took time to set up camera. Then Lieutenant refused to move his hands away from police sight in compliance with other orders.

The police didn't take into consideration how scary it is to be pulled over by screaming gun wielding trained killers. The police gave contradicting orders. The police were unnecessarily aggressive which added to the Lieutenant's reasonable fear.

Police use fear tactics like screaming and intimidation to control would-be perps, but many cases shows this method escalates the situation. On the other hand, there is evidence of fear tactics actually working.

It's always a question of protection. In this case, it was possible there could be threats in the passengers seats like other people or weapons. When they saw the driver was military then police might think he knows how to shoot.

Everything would have went smoother if the police were more relaxed.
