It's just like anything, there's always ways around. I started smoking at 16, was able to have cigarettes at all times until I was old enough to buy them. Same with beer and liquor at 18. I smoked for nearly 15 years and wound up quitting like 8 years ago or so, but raising the age didn't do a whole lot.
